• S3 Principles of Law
• S4 Communication Techniques
• S5 Tax Collection Mechanisms

Mastering these knowledges at (100%) allows:

• a civil servant to :
  • give State Points to a town hall or a Duchy
  • carry out audit of the finances of a town hall or a duchy (deactivated)
• a scholar to:
  • teach at the university in exchange of pounds
  • unlock other knowledges
• a high-class to :
  • gain lux point

• Your character need to have at least 120 charisma points to choose the way of the state and army.
