Or HRP in short.
Any comments or discussions relating to the game but not spoken by the characters are considered out-of-roleplay. A good example is the preparation of an RP between players prior to its implementation. Or the attempt to resolve a conflict between two players. Or finally, an explanation of the rules. While HRP is permitted, it is not really tolerated in the RP sections of the forums and tavern, which are purely roleplay areas.
