Mixed object. The first person to get his boots tangled in their laces wins. First appeared in the 1471 Summer festival.
The Festive pennants is:

It can be found on the wardrobe's slot XIV.a: Frames.
Note:
- As soon as it is used from the inventory: it will be permanently transferred to the wardrobe.
