You can find "Your duties and responsibilities" menu on your character sheet, in the bottom, if you are an elected official (council member, mayor, harbormaster), or if you have received a grant.

If you are an elected official, this is where you'll find the option to resign. Caution: the action cannot be reversed and there is no confirmation dialog box after clicking.

If you aren't an elected official, but you receive grants, you will also have this menu available. Once you select "Your duties and responsibilities", you will see who issued the grant, and you can select "See", to both see the grant and find the option to either Accept that grant or Decline it.
